Contractor Onboarding Standard
Verify a contractor is legally and operationally fit to work before they are assigned to any project. Deliberately has no exception path — see the exceptions field note below — this gate protects against real liability, not paperwork friction.

- Required compliance documents: W-9, Independent Contractor Agreement, COI, Rate Agreement. Employee requirements are handled separately — this standard governs contractors only.

Requirements
Each requirement must eventually be verifiable — not policy prose.
Contractor identity and business information must be on file.
A current W-9 must be on file.
A signed Independent Contractor Agreement must be on file.
A signed Rate Agreement must be on file.
A current Certificate of Insurance (COI) must be on file where required for the work type, with a tracked expiration date.
Required training or acknowledgement must be completed and recorded.
contractor.status becomes APPROVED only when every requirement above is current — not just initially collected.

A contractor cannot be assigned to a project until contractor.status = APPROVED.
Compliance measurement
Contractor assignments made while compliance was invalid ÷ total contractor assignments — should approach zero.
