Overview
Onboards and supports the people who do the work, employees and contractors alike.
Outcomes owned
- No contractor is assigned to a project before contractor.status = APPROVED.
- Employee onboarding is complete before an employee is assigned billable work.
- Compliance documents stay current, not just collected once.
Responsibilities
- Employee track: onboarding paperwork and training-acknowledgment tracking.
- Contractor track: W-9 / Agreement / COI / Rate Agreement intake, tracking contractor.status, and flagging expiring COIs.
- Owns approval of contractor status before the Assignment stage can use that contractor.

- Reviews contractor compliance document expirations.
As-needed
- Onboards new employees.
- Onboards new contractors.
- Approves contractor status.
- Tracks training acknowledgment.
