Overview
Owns crew, schedule, and labor budget across active projects.

- Crew and equipment are available when Project Managers need them, across every active project at once — not any single project.
- Labor budget stays within plan at the portfolio level.
- Resource conflicts between concurrent projects get resolved before they become schedule slips.
Responsibilities
- Maintains visibility into crew availability and equipment status across all active projects.
- Approves or arbitrates a Project Manager’s procurement and crew requests when they touch shared inventory, competing projects, constrained equipment, scheduling priorities, or exceptional operational risk.
- Owns the portfolio-wide labor budget.
- Reviews project plans for resourcing feasibility, not technical content.

Weekly
- Reviews crew allocation across all active projects.
- Reviews upcoming procurement and assignment needs, portfolio-wide.
Monthly
- Reviews labor budget actuals vs. plan across the portfolio.
As-needed
- Resolves resource conflicts between concurrent projects.
- Approves crew or equipment requests that exceed a single Project Manager's authority.
